Pour ce cycle d’excursions urbaines 2022, l’Observatoire Urbain d’Istanbul (OUI) mène une recherche exploratoire sur la gestion et l’aménagement de l’eau à Istanbul face aux risques et catastrophes. Dans cette 3e excursion, nous irons observer les lieux traversés par le projet de canal qui relierait la mer de Marmara à la mer Noire. Envisagé pour remédier à l'engorgement du trafic maritime sur le Bosphore, il accompagne le redéploiement du front urbain au nord de la métropole et menace les réserves d'eau potable de la rive européenne.

A mesure que les sociétés sont devenues des acteurs décisifs des relations internationales, l'humiliation joue un rôle central dans la formation et l'évolution de celles-ci. Tantôt ressentie de manière diffuse par l'opinion, tantôt manipulée et instrumentalisée par les détenteurs du pouvoir, l'humiliation perturbe le jeu international, favorise les poussées nationalistes et populistes, suscite de la violence et devient source de tensions d'autant plus difficiles à réguler.

Islam was brought to the lands of ex-Soviet Eurasia by the first generation of Muslims in the seventh century. Most of the Caucasus and Central Asia were directly included in the Umayyad and Abbasid Caliphates. Islam thus had a formative impact on culture, society and statehood in Central Asia, the Caucasus and central Russia. The other significant influences derived from the region’s lengthy domination by Turco-Mongol nomads and its inclusion in the 19^th century into the autocratic Russian Empire, superseded by the USSR.

Over the past decade, migration from all over MENA to Turkey has intensified.Migrations from Syria are the most important, and are the most studied in Turkey today. However, other migratory spaces are being created at the intersection of several MENA communities. Such migration has greatly expanded since 2011, and the major changes in political and social spaces across the region. Stalemated wars, unstable economies, and authoritarian regimes are leading to the migration of larger segments of the population. For some communities, they are supported by a welcoming and hospitable speech from the AKP government.

The country is quickly turning into a destination for business investment and settlement. Istanbul in particular is becoming a hub of business for the entire region. Meanwhile, investments in the media, education and research sectors are also important. It is the presence of so many populations simultaneously evolving in the same sectors of the economy, and the same identity and linguistic space, which raises questions. Is this meeting in exile creating something? How does it impact the host society?

Given its critical location at the intersection of competing civilizational, socio-political, geopolitical zones, the Southern Caucasus has been on the spotlight of international politics. The countries of the South Caucasus have suffered from conflicts and instabilities created by internal dynamics and extra-regional involvement, which hampered the socio-economic development. Despite possessing most attributes of regionness and occasional declarations of interest for forming a regional collaboration mechanism, they have failed to form a functional sub-regional project in the post-Soviet space.

This talk explores hospitality as a key discursive framework for refugee management in Turkey by focusing on how the rhetoric of host-guest relations are operationalized at the official level to represent, interpret, and problematize the current state of affairs regarding the Syrian refugees, as well as to formulate policies for solving those problems. Host-guest metaphors are used to assert power and leverage both domestically and internationally by exerting sovereign control over a post-imperial nation-space, performing neo-imperial guardianship over the downtrodden (especially within the Muslim umma), and claiming an ethno-religious, civilizational morality that exceeds the legalistic logic of human rights and entitlements.

Ekin İlke Keleşoğlu est actuellement doctorante à l'EHESS en mention Etudes Politiques sous la direction de Marc Aymes et Cem Özatalay pour sa thèse intitulée "Participation politique non conventionnelle et dilemmes de la démocratie libérale au 21ème siècle en Turquie" depuis 2018.

Ekin İlke Keleşoğlu's research aims to analyze the policy-influencing methods of rights-based organizations in the context of unconventional political participation in contemporary Turkey. By implementing interviews with gender organizations, trade unions, platforms, human rights organizations; the study focuses on alternative forms of political participation with the point of view that modern democracy remains insufficient on providing active participation tools against increasing social demands. In this scope, Keleşoğlu's research aims to conduct an in-depth study of contemporary forms of political participation in the case of Turkey with the following research questions:
How does political participation take place and what are the alternative forms of participation beyond voting? What are the organizational tools and methods for influencing politics? To what extent can unconventional forms of political participation influence politics?

5e excursion : La "vallée de la vie" de Beylikdüzü : à la source d'un projet urbain d'envergure

Présentation : Pour ce cycle d’excursions urbaines 2022, l’Observatoire Urbain d’Istanbul (OUI) mène une recherche exploratoire sur la gestion et l’aménagement de l’eau à Istanbul face aux risques et catastrophes. Dans cette 5e excursion, nous nous rendrons à Beylikdüzü, où a été mise en place la toute première "vallée de la vie", alors qu'Ekrem İmamoğlu était encore maire d'arrondissement. Dans la mesure où les bords de la rivière Kavaklı sont peu urbanisés, contrairement à Ayamama par exemple (excursion n°1), les pouvoirs municipaux ont ainsi pu disposer de larges espaces pour mettre en oeuvre ce projet de restauration des rivières.

Cet atelier est la session de conclusions de l'école doctorale organisée par le Groupement d’Intérêt Scientifique Moyen-Orient et mondes musulmans (GIS MOMM, CNRS UAR 2999) et l’Institut Français d’Études Anatoliennes (IFEA), en partenariat avec l’Institut Français d’Études sur l’Asie Centrale (IFEAC) et Istanbul Policy Center (IPC), qui aura lieu entre le 13 et le 17 juin, sur le thème « patrimoine et environnement dans l’espace urbain ». Cette école doctorale s’adresse à des étudiantes et étudiants inscrit-e-s en doctorat, année préparatoire au doctorat (APD) ou dernière année de master recherche dans la perspective de préparer un doctorat ; dans toutes les sciences humaines et sociales (sociologie, science politique, géographie, ethnologie, anthropologie, histoire, histoire de l’art, architecture, urbanisme, droit) ; et dont les travaux sont consacrés aux aires géographiques turque, centrasiatique, kurde, ottomane et post-ottomane (méditerranéenne, balkanique ou caucasienne). Elle propose aux participantes et participants, à partir d’une mise en perspective de leur recherche ou d’une partie de leur thèse en cours d’élaboration, de nourrir et mener une réflexion collective sur les différents outils, approches et conceptions du patrimoine, de l’environnement et de leurs relations ; et ce, dans un cadre pluri-aréal et pluri-disciplinaire original.
